About the France Excellence–DOST Scholarship

The France Excellence–DOST Scholarship, formerly known as the PhilFrance-DOST Scholarship, builds on decades of educational cooperation between France and the Philippines. Originally launched in 2016 to commemorate 70 years of diplomatic relations, the program supports outstanding students admitted to state-recognized Diplôme National programs at the M1, M2, or PhD levels.

The scholarship focuses on research-driven programs in the natural sciences, aligning with both France’s national research priorities and the Philippines’ science and technology development goals. It is ideal for students committed to scientific research and innovation who aspire to contribute to global knowledge and national development.

What the Scholarship Covers

The funding package is divided between the French Embassy and DOST-SEI, covering both educational costs and living expenses.

Support Provided by the Embassy of France

Successful applicants receive:

  • Coverage of official enrollment fees (frais d’inscription) at public institutions:
    • Up to €3,879 per year for master’s programs
    • €391 per year for doctoral programs
  • Exemption from CVEC (Student and Campus Life Contribution) upon obtaining the exemption certificate
  • Comprehensive health coverage, including French social security and supplementary insurance (mutuelle)
  • Discounted access to cultural activities organized by Campus France
  • Exemption from long-stay student visa fees (TLS Contact service fees still apply)

Note: As of 2025, preferential student accommodation is no longer included; scholars must arrange housing independently.

Support Provided by DOST–SEI

The Philippine Department of Science and Technology ensures that scholars can sustain themselves during their studies by providing:

  • A monthly living stipend according to DOST standards
  • Round-trip economy airfare from Manila to the French city of study and back upon program completion

Programs Not Eligible

Applicants should note that the France Excellence framework does not support:

  • Programs offered by non-French institutions operating in France
  • Programs delivered at French institutions’ overseas campuses
  • Joint or dual degrees, including Erasmus Mundus programs
  • Vocational or short-term professional courses, such as culinary arts or fashion workshops

DOST–SEI Application Requirements

Applicants must submit the following to be considered for funding:

  • Completed DOST application forms
  • Budget breakdown with justification
  • Narrative re-entry plan explaining post-study contribution to the Philippines
  • NBI clearance, birth certificate, and medical certificate
  • Two academic recommendation letters
  • Employer endorsements and leave authorization, if currently employed

  • Deadline: 17 March 2026
